Behind Arroyo is Orly Mercado, the Secretary of Defense, and one of the last of the cabinet defectors to join the opposition camp. The military leadership's defection to the opposition camp was the key event that tilted the balance unequivocally in favor of the opposition. Arroyo took over the presidency the next day.
